The high-level Human Rights Unit of the Council of Europe’s Congress of Local and Regional Authorities visited the International Centre on 30 January 2025. The focus of the exchange was on feasible and meaningful monitoring methods to provide a clear picture of the human rights situation in a certain place or region. The experts from the Centre provided insight into the methodologies of the Graz’ Human Rights Report, the Children’s Rights Monitor of the Province of Styria and other mechanisms in the context of local and regional human rights measurement systems. An important discussion point was the comparison between indicator-based quantitative systems and qualitative reporting efforts. Another important realm to create synergies between the institutions was human rights training for the delegates of the Congress.
